In January 2007 the prefect of Milan, named “superintendent to the vagrant emergency in Lombardy”, issues the decree that regulates life in the nomad camps. This decree envisages the expulsion of the entire family from the container in the case of any member committing a crime, no matter what it is (art.12). The dispensations provided by the article are not applied in the case of Niki’s family.
